My dad has worked at a waste to energy plant for over 30 years. This can be done and done cleanly. Scrubbers/filters are expensive but the tech exists.

The article said what is being done is criminal. Not only is the plant spewing dioxin and heavy metals. But the still dangerous ash is dumped near existing homes and schools.
